Add templates for bugs and package update requests based on the templates on Phabricator.

Packages is the main issue tracker for Solus. In the future it will also house all the packages, which can currently be found in the Solus Packages organisation.
Welcome
- Report a Bug / Defect - for problems with Solus or applications
- Request a Package - for submitting requests to package software
- Request a Package Update - for submitting requests to update packaged software
- Report a Security Issue - for security related issues
- Report an issue - if you aren't sure what your issue falls under, use this
- Packaging documentation - check before submitting patches
- Budgie Desktop specific issues should be reported on GitHub
- Budgie Desktop View specific issues should be reported on its GitHub tracker
