Update README and Git(Hub) config for monorepo

Browse source 
- Update the README to reflect the usage of this repo.
- Add a PR template.
- Add `*.eopkg` to `.gitignore` to avoid accidental commits.
- Symlink Taskfile.yml from `common` to top level directory.
