04f3979317 Replace 'Issue XXX' with Bugzilla links 
Make the links clickable, as was done in the DMD repository.
Also avoids any ambiguity w.r.t. where the issue is stored.

There was documentation refering to the now deprecated method of getting one of the of the timezone implementations via the static TimeZone.getTimeZone.
